Safe Haven

Montagno Construction, serving as Construction Manager at Risk, completed a full gut-rehabilitation of the historic F.D. Grave Cigar Factory, originally built in 1884, transforming it into Safe Haven, a community-focused facility for the chronically homeless and clients of Liberty Community Services. The project included pouring new footings, replacing the original wood columns, repointing all exterior brick, and replacing the rotted wood floors, windows, and roof. Interior brick walls were sandblasted to expose brick accents in community spaces and apartments. The ground floor now houses essential program spaces offering meals, laundry, showers, medical care, counseling, job placement, and computer access. The upper floors were renovated into 33 studio apartments, providing stable housing for those in need. Funded by CHFA, LIHTC, DOH, DECD, HUD, and DSS with CHRO compliance, Safe Haven now serves as a vital resource for support and housing in New Haven.
