The ELLE development project involves the partial adaptive re-use of an existing structure. 

This will result in a three-story building comprising 49 residential units on a 1.8-acre site. 

The funding is secured through the 9% Low-Income Housing Tax Credits (LIHTC) provided by the Connecticut Housing Finance Authority (CHFA), along with additional funds from the Departmentof Housing.

The groundbreaking for The Elle at 1244 North Main Street, West Hartford, Connecticut, took place on January 16, 2025. The project, developed by Trout Brook Realty Advisors, will transform the former Agudas Achim synagogue into 49 housing units, with 80% of them designated as affordable housing2.

Governor Ned Lamont, Lt. Gov. Susan Bysiewicz, and Mayor Shari Cantor were among the officials present at the event. The synagogue’s stained glass façade will be preserved as part of the redevelopment. The project is valued at $27 million, and the property was purchased for $1.6 million in December 2024.

The housing breakdown includes:

  • 24 one-bedroom units
  • 23 two-bedroom units
  • 2 three-bedroom units

Of the 39 affordable units, six will be reserved for residents at 60% AMI (area median income), 20 at 50% AMI, and 13 at 30% AMI. The remaining 10 units will be market-rate rentals.

This project is part of West Hartford’s broader housing expansion, with nearly 1,300 new units expected in the coming years. The town has been actively supporting housing developments to address Connecticut’s housing needs2.
